Minutes of the Meeting for Morton Parish Council held on Monday 11th May 2026, Community Room, Morton Trentside School.
15 minutes public forum – no members of the public in attendance. As Cllr C Reeve had prior commitments at 7pm Cllr B Allison invited him to update the council on any matters relevant to the parish. Unfortunately the 10k was still being advertised as the Morton and Gainsborough 10k despite a proposed new location which was causing confusion. Cllr Reeve believed that until a site visit of the proposed new route had been carried out this would not be advertised. Cllr B Allison requested that Cllr Reeve pose the question to LCC regarding the exact number of children in care in the county, including those that were housed in Lincolnshire from neighbouring counties following a further application of a children’s residential home on Nursery Vale. There were also concerns regarding the volume of parked cars on a residential estate. Cllr Reeve would look into this further. A brief discussion about the benefits of the Fix My Street App and how LCC prioritised requests submitted as Cllr Butroid noted that the request regarding the caravan on Trentside did not appear to have been updated
Cllr Reeve was thanked for his update and left the meeting at 6.56 pm.
In Attendance - Cllr B Allison, Cllr Butroid, Cllr C Allison, Cllr Tinker, Cllr Purdy, Cllr King, Cllr Randle, Cllr Marsh, Cllr C Reeve, C Graves (Clerk).
1. Election of Chairman for the Ensuing Year – It was proposed by Cllr King that Cllr B Allison be nominated as Chairman for the ensuing year. Seconded by Cllr Butroid. Cllr B Allison accepted the proposal and it was resolved that Cllr B Allison be elected Chairman for the ensuing year.
2. Apologies For Absence – Cllr Field, apologies noted and accepted.
3. Election of Vice-Chair for the Ensuing Year – Cllr C Allison proposed that Cllr Butroid be nominated. Seconded by Cllr Tinker. It was resolved that Cllr Butroid be elected Vice-Chair for the ensuing year.
4. Election of Playing Field Representative – Cllr Randle proposed that Cllr Purdy be nominated. Seconded by Cllr Butroid. It was resolved that Cllr Purdy be elected Playing Field Representative for the ensuing year.
5. Election of Tyler Trust Charity Trustee – Cllr Marsh proposed that Cllr Butroid be nominated. Seconded by Cllr Purdy. It was resolved that Cllr Butroid be elected as Tyler Trust representative for the ensuing year.
6. Community Assets Representative - Cllr C Allison proposed that Cllr King be nominated. Seconded by Cllr Marsh. It was resolved that Cllr King be elected as Community Assets representative for the ensuing year.
7. Environment Representative - Cllr B Allison proposed that Cllr Randle be nominated. Seconded by Cllr Butroid. It was resolved that Cllr Randle be elected as Environment Representative for the ensuing year.
8. Minutes of the Meeting held on 13th April 2026 - Cllr C Allison requested an amended to the minutes to reflect that she raised concerns regarding the speed limit on The Belt Road in particular when exiting the dual carriageway. Proposed as a true and accurate record by Cllr Tinker and seconded by Cllr C Allison following this amendment.
9. Declarations of Interest – Cllr Tinker (football). Cllr Purdy (cricket).
10. Accounts – Monthly financial statement distributed prior to meeting. No questions. Proposed by Cllr Butroid. Seconded Cllr C Allison.
a) Agree purchase of new laptop for Clerk - Following previous discussions the Clerk was requested to proceed with the purchase of a new laptop and extended warranty and cancel the warranty on her present laptop. Proposed Cllr Butroid. Seconded. Cllr C Allison.
b) Liability Insurance Renewal - Clerk advised that the renewal received from Zurich Insurance had increased considerably by £206.94. Clerk in the process of liaising with Zurich for a more competitive quote.
c) Investigate Rate Relief - Clerk reported that following correspondence from the HMRC Valuation Office no further action was required.
11. Community Safety (Crime, Vandalism, Antisocial Behaviour and Speeding)
a) New crime reports - Cllr B Allison advised that he was scheduled to meet with new Crime Prevention Officer at the playing field to discuss improved lines of communication with the police and ASB on the playing field.
12. Playing Field and Shared Community Facilities.
a) Removal of showers and installation of hot water tank - A letter would be drafted to LCC Assets Department to share the quotes received for the work required to remove the showers and install a hot was supply to the kitchenette. Discussions also need be had regarding possible contributions towards grass cutting and rates. Cllr B Allison and Clerk to action.
b) Multi-use games area improvements - Cllr B Allison reported that the repairs were now completed and it was important that the games area was included in the schedule of assets for regular inspection. Cllr King and Clerk to action. The games area would also be included in the forthcoming litter pick for a general clean up. Cllr Tinker advised the goal mouth area would be reseeded and was disappointed to report that one of the goals had been vandalised.
c) Pedestrian gate and barrier - Ongoing, clerk to arrange quotes.
d) Online calendar - Clerk to update following entries into the wrong calendar.
e) Review of signage and bylaws including standing orders - Cllr B Allison shared with the council potential signage options. At present there was no contact details displayed and the new signage would include the clerks telephone number and email address. Cllr Tinker suggested that the signage measure 800x600 due to the text with a green background and white text. Cllr Tinker to provide a quote. He suggested that a notice be displayed at the entrance to the field to promote Morton Seniors Football and Cllr Butroid asked if this could also include Morton Cricket Club. Cllr Tinker to liaise with clerk.
f) Review of hire contract - Cllr Purdy and Clerk to action.
g) Hedge and kissing gate trimming - Clerk to contact Glendale.
13. Burial Ground.
a) Water tap - Cllr Butroid advised that the tap had been installed and was in working order. A new key needed to be purchased to enable to water to be turned off should it be required. Cllr Butroid to look into this.
b) Update on visit to Walkeringham cemetery - Cllr Butroid and clerk had paid a visit to the cemetery, however, this could not be compared to Morton as was substantially smaller and newer. Reserved plots were marked by a flagstone which was something that could be considered for Morton especially in the cremation plot area.
c) Unauthorised extension to cremation plots - Cllr Butroid and clerk to meet the following week. It was suggested that during the next litter pick the bushes at either side of carriageway be cut back or removed completely as these were full of brambles and looked unsightly. Cllr C Allison proposed that the council consider planting some bulbs along the edging to create a colourful display.
d) Research hazard signs for unsafe memorials - Clerk to make inquiries with town council. Clerk had received a complaint that a headstone had been knocked during grass cutting. The clerk had looked at this and the headstone did not appear to be secure. Clerk to advise that it was the responsibility of the grave owner to ensure that memorials were securely in place as per regulations.
14. Planning Matters – to consider any planning applications received.
a) Neighbourhood Plan - Cllr B Allison advised that this was currently marked as under review on the WLDC website and now would be a good opportunity for community engagements to get involved in the review process. A message would be out on social media in due course.
b) WL/2026/00415 - application for change of use from exisiting dwelling class 3 into childrens home class 2, 34 Nursery Vale, Morton, DN21 3GE. This application had been received on 8th May. Concerns from residents and neighbours of the property had already been raised around parking, flood risk and breaches to the Central Lincolnshire Plan. The council would submit a response prior to the closing date of 8th June.
15. Village Environment
a) Fix My Street – Cllr Butroid gave a brief update. A request for additional bins outside the premier and chip shop was ongoing as was a drainage issue outside The Ship and the caravan on Trentside.
16. Tyler Trust – Cllr Butroid advised the next meeting was due to take place tomorrow. A request for funding for new library books had been received from the school. The Trust were looking for additional volunteers to join the committee.
17. Community Assets – New noticeboard ongoing , clerk.
18. Meeting Dates 26/27 – Cllr B Allison proposed that the meetings continue to be the second Monday of each month with no meeting scheduled for August. Seconded Cllr Butroid. Clerk to distribute and advertise dates accordingly.
19. Councillors Updates - Cllr Tinker requested that the council consider waiving the hire fee for a forthcoming charity football match for SANDS. No objections. Cllr Tinker to liaise with clerk for possible dates. He also hoped that plans for an over 35’s football team would move forward over the next few months. Clerk advised that an initial enquiry about the hire of the field for a private party was no longer needed.
