MORTON PARISH COUNCIL
Minutes of the Meeting for Morton Parish Council held on Monday 13th February 2023 6.30 pm Morton Village Hall
15 minute public forum – no members of the public in attendance.
In Attendance - Cllr B Allison (Vice-Chair), Cllr Gott, Cllr Bull, Cllr Butroid, Cllr C Allison,Cllr Snee, S Lighfoot (minute taker).
Apologies For Absence – Cllr Youngman, Cllr Hammerton, Cllr Graves(Clerk),Cllr Parry(Chair) ,Cllr Rollings– apologies noted and accepted.
1. Minutes of the Meeting held on 9th January – Cllr C Allison challenged the accuracy of the previous meetings minutes as the meeting was closed before District Cllr Rollings could be questioned on the matter of the warping drain in Field Lane which has been ongoing for several months and lacks resolution. However the meeting decided that the minutes were a true and accurate record of the meeting as it was held and agreed the contents. Proposed as a true and accurate record by Cllr C Allison. Seconded by Cllr Butroid.
2. Declarations of Interest – Cllr Butroid 54 Field Lane.
3. Matters Arising and Review of Outstanding Items.
a) Crime Vandalism and Antisocial Behaviour – No police in attendance and no report received. Cllr C Allison mentioned bus shelter beginning to chip at seat however overall positive feedback from general public. Repeated flytipping (Cllr C Allison) impressed with promptness of West Lindsey Council of fly tipping located of Dog and Duck Lane.
b) Councillors Update – Cllr C Allison updated on Poo bags. Overall the trial has not been successful as the signs degrade easily with the weather and poo bags are being stolen. Research to improve the signage ongoing.
c) SID Signage – Cllr B Allison explained the latest results for data collected in January that the overall outcome is successful in providing the useful information and statistics needed to build a picture of activity. A report was circulated on paper to all in attendance.
d) Parking – Student parking on Front Street continued to be problematic. Scarlett (temporary clerk) shared that permission for updated carpark within the grounds of the Queen Elizabeth School had been accepted therefore in forthcoming months there should be a significant change to the parking behaviour in Front street.
e) Lagoon – No update on fence.
4. Accounts – Financial statement distributed prior to meeting. No questions. Proposed Cllr Allison Seconded Cllr C Allison .
5. Burial Ground – A) Councillors discussed a need to obtain 2 other quotes (Cllr Graves action needed) as there was the potential for funding via council. Decision to carry forward into next meeting.
B) Water pump - Decision to keep paying quarterly - Proposer-Cllr Butroid Seconder-Cllr Bull.
All councillors decided to review annually.
6. Planning Matters – No applications received. Cllr Butroid updated on Granary Close no initial changes 35> objections due to the access issue. Cllr Butroid to update at needed meeting. 54 Field lane, Cllr Butroid updates - Application certificate denied however not been taken away therefore continue to review. Horsley Close emergency link road major concern for emergency services vehicles in attendance to potential patients as the conditions for access are inadequate however schools in surrounding area are still yet to comment. Crooked Billet no information however concerns were raised over multiple occupancy Cllr Snee to contact environmental officer at West Lindsey for an inspection, update next meeting.
7. Playing Field and School Facilities – Nothing to report. Clerk would move forward with the Playing Field Committee and extend an invitation to a meeting for those who had expressed an interest. No update continue onto the next meeting .
8. Items for inclusion on the next Agenda
a) Warping drain (Field lane).
b) Village litter pick (change from April to King's coronation).
c) Recognition for Village litter pickers (Cllr Youngman may know potential locals).
9. Date and Time of Next Meeting – Monday 20th March 2023 at 6.30pm, Village Hall.
