Minutes of the Meeting for Morton Parish Council held on Monday 11 October 2021 at 6.30 pm.
15 minute public forum - Residents David Crystal-Kirk, Alan Pinder and Roy Dollman of Granary Close in attendance to discuss item 7c on the agenda. Alan Pinder wished to raise objections. It is not the first application and feels that nothing has changed except the new application is for 100% affordable homes. What has not changed is the flood risk which will not pass the sequential flood risk. Other concerns are the increase in traffic. Proposed access is very congested. Bin men have to reverse down Granary Close and fire service actually bring learner drivers to train because of the difficulty in accessing the area. The density of cars will increase as proposed parking for 3-4 cars per property.
The field floods every winter. The Morton Neighbourhood Plan should protect the field in the same way that is has protected the school field. Other developments are happening in the surrounding areas in Gainsborough.
David Crystal-Kirk said that the BBC news reported that the UK has one of the most nature depleted greenfield countries in the world.
All three residents have submitted their objections online.
Cllr Parry said that the Parish Council now have a template/protocol to follow regarding all planning applications and the Parish Council's response will be available online soon.
Cllr Allison said that the key is to focus on the flood risk and previous history of applications. It is not an infill development and there is a green field element. Traffic issues would have to be evidence based.
Roy Dollman said that he was very disappointed with the Highways Department.
Cllr Clews advised that an issue in Scotton was put through despite it going against their Neighbourhood Plan.

2. Minutes of the Meeting held on 6 September 2021 - Approved by all Parish Councillors. Proposed as a true and accurate record by Cllr Allison. Seconded by Cllr Butroid.
3. Declarations of Interest - Item 7d and e, Cllr Allison resident of 16 Front Street. Item 7c, Cllr Youngman.
4. Matters Arising and Review of Outstanding Items
a) Crime Vandalism and Antisocial Behaviour - Cllr Butroid has had issues with neighbours’ dogs barking. She filled out a form online and had a response within 15 minutes. PCSO Thomas spoke to neighbours around the area concerned and there were no significant complaints. He was aware of the dogs when he walked near, and he will continue to monitor the situation. Cllr Butroid said that there had not been an application for change of use from agricultural enforcement. There are 10 dogs at the moment which may increase to 30-40.
Cllr Allison thanked PCSO Thomas for providing information about speed monitoring in the village. PCSO Thomas reported that the last LCC speed watch action took place in Crooked Billet Street in 2011 and this showed average speeds were 26mph.
Cllr Allison stated that the highest speed recorded in Front Street was in September 2021 which was 60mph at 1am. He also reported that there were plans to develop Community Speed Watch. Cllr Clews raised concerns about high speeds on the corner of Crooked Billet Street. PCSO Thomas said that sometimes speed is perceived as high when it can actually be within the speed limit. Parking in Dog and Duck Lane is being monitored. Cllr Clews reported a car had been parked near Tudor Close blocking access for deliveries. Cllr Allison suggested that as a District Councillor she has better access to the County Council who are responsible for highway issues.
b) Councillors Update - Cllr Bull enquired whether the Old Blacksmiths shop was being developed. Councillors not aware.
c) SID Signage - SID Signage has been moved and second sign ready to be installed.
d) Bus Shelter Walkerith Road - Work in progress.
5. Accounts - Financial statement for September distributed prior to meeting. Proposed Cllr Allison. Seconded Cllr Butroid.
6. Burial Ground - Cllr Allison reported that the cemetery paths were broken. Cllr Parry advised that the Parish Council may have to ring fence funds for larger projects.
7. Planning Matters
a) 143625 - Proposed two storey rear extension, 34 Mill Lane, DN21 3BS - no problem
b) 143616 - Single storey portal framed building for use as indoor rifle range and new club room, Laughton Lane, DN21 3ET - no problems. Cllr Bull had no knowledge of rifle range.
c) 143656 - Outline planning to erect up to 25 affordable entry level dwellings, land off Granary Close - already discussed in public forum
d) 143570 - Partial demolition and rebuild of garden wall including installation of addition wall supports and works to lower tallest section, 16 Front Street, DN21 3AA - no problems
e) 143571 - Listed building consent for partial demolition and rebuild of garden wall including installation of additional wall supports and works to lower the tallest section, 16 Front Street, DN21 3AA - no problems
8. Playing Field and School Facilities - Cllr Parry advised that he had visited the Community Room and the changing rooms were being used by the school as storage, which were full of stored items. The Community Room is being used as a kitchen area and teaching room. The Parish Council are looking at the water heater and Cllr Parry will try and do a return visit at the weekend to assess as would like the changing rooms to be up and running again. Clerk has taken photographs. Cllr Parry thinks the toilets are working. The school have also reported damage to the fence which they believe has been caused by contractors. Cllr Parry suggested that the school should deal with this issue.
Cllr Butroid asked what time the school is allowed to use the field. Cllr Parry thinks the public are allowed on the field at 4.30pm but the school have been seen using the field until 6pm. Claire Shaw (LCC) has been asked by school to look at the Chance to Share agreement. Cllr Parry has requested that the school remove the items stored in the changing rooms. Cllr Snee asked if the School Governors were aware of the ongoing issues.
9. Councillor Vacancy - Resignation received from Cllr Ward due to work commitments. Proposed Cllr Allison. Seconded Cllr Butroid.
10. Tree Preservation Orders - Cllr Allison reported that he had looked at the West Lindsey TPO list which was up to date.
