Minutes of the Meeting for Morton Parish Council held on Monday 24th February 2020 at 6.30pm.

15 minute public forum – no members of the public in attendance

In Attendance – Cllr Parry (Chair), Cllr Allison (Vice-Chair), Cllr Butroid, Cllr Panter, Cllr Bull, Cllr Gott, Cllr Ward, Cllr Clews, C.Graves (Clerk)

1. Apologies for absence – Cllr Youngman, Cllr Snee. Apologies noted and accepted

2. Minutes of the Meeting held on Monday 20th January 2020 – Approved by all Parish Councillors. Proposed as a true and accurate record by Cllr Allison. Seconded Cllr Bull. Master copy signed by Cllr Parry.

3. Declaration of Interests – None.

4. Matters Arising and Review of Outstanding Items where several horses in a field on Field Lane had been attacked with stones. Police aware.

(b) Councillor’s Updates – Cllr Allison reported on comments received regarding the alleged disposal of foul water by Whites lorries near the owlet plantation. Cllr Butroid had raised concerns previously. Situation to be closely monitored. Cllr Gott reported on several potholes that were cause for concern especially along North Street. Clerk to report to highways and request repair.

Cllr Clews gave an update of the overview and scrutiny meeting that had taken place, where waterboard and drainage were on the agenda and recent flooding discussed. Every effort should be made to keep dykes clear allowing for adequate flow and drainage. Although Morton had not been majorly affected during the recent flooding it was agreed that the issue needs close monitoring.

(c) SID Signage – Sign still charged and working. Council to consider change of location when sign is taken down to charge, however, would be useful to retrieve data before moving for omparison. UniPart Dorman to install software for data retrieval when next in area.

(d) Bus Shelter on Walkerith Road – Quote and examples of shelters from B Knight & Sons previously circulated. All agreed Clerk to liaise with highways prior to proceeding with order and grant application.

(e) Bench Cross/South Street – Bench ordered.

5. Neighbourhood Planning – Cllr Allison gave an update on the recent drop in events that had taken place. A total of 112 visitors had attended over the 2 days and 59 surveys had been received so far with some useful and constructive comments made. All feedback received would be compiled. Cllr Allison reiterated that the Plan would shape any future Parish Council discussions on village planning and development and all should familiarise themselves with contents.

6. Accounts - Review and Agree Outstanding Accounts

Clerk distributed financial statement for February. Approved by all Parish Councillors. Proposed Cllr Butroid, Seconded Cllr Ward. Agreed that contracts would be renewed for Axholme Pest Control and DWG Groundcare for 2020.

7. Burial Ground

(a) Update and resolve any action to be taken – Following a recent enquiry regarding Section D Cllr Parry reported that closer monitoring was needed regarding memorials and any further development of this section would be clearly defined. Clerk to feedback on skip and cutting back work done to date.

8. Planning Matters

(a) 140627 – planning application to erect 1no.dwelling. Plot 3 Poppyfield Court, DN21 3AT. As plans had only recently been made available on website Councillors to email Clerk with any comments.

9. Playing Field and School Facilities

(a) Resolution School Shared Agreement – Agreed payment of invoice 001 for utility costs 2019/20. Clerk to action.

(b) Playing Field Association – no update.

10. West Lindsey Parish Charter – Draft charter for consultation previously circulated. All agreed that a closer working relationship and an increase in parish council involvement would be of benefit. Clerk to draft response.

11. Dog Fouling – Clerk distributed stickers obtained from WLDC for lampposts etc. Clerk to further liaise with WLDC regarding providing a bin around the Pump Alley area and publishing reminder in newsletter.

12. Tree Preservation Orders - Cllr Allison to download map of TPOs and Clerk to draft checklist.

13.Litter Pick – Agreed next litter pick Sunday 5th April 10-12noon, meet village hall.
